Castro Valley Unified School District values and appreciates its employees. The District negotiates contracts/articles with associations representing its teachers and its classified staff. CVUSD provides timely information to parents, employees, and community stakeholders about the status of these negotiations. See below for the latest updates.

Update Posted January 23, 2026
You may be aware that we are in the middle of negotiations with the Castro Valley Teachers Association (CVTA), and we are pleased to share an update on the ongoing negotiations. Updates are shared on the District website to keep staff and the community informed as discussions continue.
Our negotiation teams recently met on January 22, 2026, for their eighth session, where both parties made meaningful progress toward reaching an agreement that supports our educators and maintains the district's financial stability.
Two-Year Agreement Proposal
CVUSD and CVTA are discussing a proposed two-year agreement covering the 2025-26 and 2026-27 school years.
Salary and Health and Welfare Benefits
School Year 2025-2026
On November 17, 2025, the district accepted CVTA’s October 23, 2025, initial proposal for a 1.5% salary increase on the salary schedule, retroactive to July 1, 2025. (CVTA stated that their salary and benefits are a packaged total compensation proposal).
Health and Welfare Benefits Contribution:
CVTA proposed an overall percentage for each benefit plan, rather than a dollar amount:
- 100% of the least expensive non-Kaiser plan (currently UHC SV Journey Alliance) single payer plan; or
- 90% of the least expensive non-Kaiser plan (currently UHC SV Journey Alliance) single payer +1 plan; or
- 80% of the least expensive non-Kaiser plan (currently UHC SV Journey Alliance) family plan; and
- If a member does not receive health insurance through CVUSD they shall receive 100% of the least expensive non-Kaiser plan (currently UHC SV Journey Alliance) single payer plan cash in lieu of health insurance.

CVUSD's total salary and benefits offer for the 2025-2026 school year is 3.42%.
School Year 2026-2027CVUSD agrees to a 2.0% salary increase and health and benefits contribution as set forth in the chart below for the 2026-2027 school year, starting July 1, 2026, if all three of the following criteria are met:
- The COLA is fully funded at 2.41% based on the June 2026 state-approved budget and not less than the fully funded amount; and
- The one-time money for the Student Support and Professional Development Discretionary Block Grant is funded at $2.8 billion with an estimated $512.48 per ADA; and
- The block grant remains discretionary and not restricted.

CVUSD's total salary and benefits offer for the 2026-2027 school year is 3.02%.
CVUSD's total for the two-year agreement is 6.44%.
Accepted and Agreed Upon Language between CVUSD and CVTA:
- Assignment and Transfer language;
- Dedicated time for mandatory trainings;
- No mandatory meetings on the teacher work day; and
- Dedicated staff meeting time for safety training.
Scheduled topics for the February 4, 2026, Ninth Session:
The teams will reconvene to discuss:
- Staffing discussions on TK-K combo classes
- Review IEP coverage for missed prep at the elementary level
- Required 24-hour notice for staff meeting agendas
- Call an emergency meeting, if needed, during Work Day before the start of school
- Distribution of the total number of athletic stipends per middle school
- Salary and Benefits
Throughout this process, CVUSD and the Board of Education remain committed to maintaining our district's financial solvency while ensuring comprehensive support for both our students and staff. We deeply value our educators and appreciate the collaborative spirit both teams have brought to these negotiations.

Update Posted December 9, 2025
The Castro Valley Unified School District (CVUSD) Negotiations Team convened with the Castro Valley Teachers’ Association (CVTA) Negotiations Team for the fifth time this school year. On December 8, 2025, CVUSD submitted a counterproposal to CVTA's proposals regarding Hours, Staffing, and Calendar. Both parties have agreed to the contractual language in Article IX: Calendar. CVTA countered with language on Hours and Staffing.
CVTA presented counterproposals from the previous session on November 17th on Appendices A-3 and A-4, benefits, and salary. CVUSD countered on the same articles.
The next negotiation session is scheduled for January 22, 2026.

Update Posted November 17, 2025
The Castro Valley Unified School District (CVUSD) Negotiations Team convened with the Castro Valley Teachers’ Association (CVTA) Negotiations Team for the fourth time this school year. On November 17, 2025, CVUSD submitted a counterproposal to CVTA's proposals regarding salary and benefits, addressed in Articles V and VI, respectively. CVUSD also provided counterproposals for the following articles:
- Appendix A-3, A-4
- Article VII: Hours of Employment
- Article XIII: Staffing
- Article IX: Calendar
CVTA subsequently presented counterproposals for the aforementioned articles, except for salary and benefits. The next negotiation session is scheduled for December 8th.
