Volunteer Information
Thank you for your interest in volunteering with the Castro Valley Unified School District! Our volunteers provide valuable support to our students, schools, and programs.
Volunteer RequirementsAll individuals who wish to volunteer at a CVUSD school must begin by communicating with the front office staff of the school where they plan to volunteer. California state law has updated requirements for all public school volunteers and so in CVUSD, all school volunteers must:
- Provide valid government issued photo identification
- Complete mandated reporter training, AND
- Submit to screening in the Megan’s Law database
All volunteers must register with the school office each school year, even if they have registered in previous school years.
If you would like to volunteer with the Castro Valley Unified School District, please email or visit the school’s main office staff to begin the process.
Three Volunteer Levels
CVUSD utilizes a three level volunteer clearance system. All volunteers begin at Level 1 and work with their school office staff to complete the requirements for Level 1. Schools then assess their needs and volunteer availability to determine which volunteers need Level 2 and Level 3 clearance. Anyone can complete Level 1 clearance at any time in the school year. Level 2 and Level 3 clearance are subject to school administration approval and are driven by school needs and plans.

A Level 1 volunteer may volunteer in a limited capacity and will always be under the direct supervision of District staff.

Level 1 Requirements:- Valid government issued photo identification
- Megan’s Law form
- Volunteer Confidentiality Agreement
- Mandated reporter training completion certificate

A Level 2 volunteer can chaperone students at events like field trips and is not limited in the number of events. They are usually supervised by District staff, but may sometimes be unsupervised.
Level 2 clearance completed by HR.
Level 2 Requirements:
- Complete all Level 1 requirements, plus
- TB assessment/test
- Live Scan fingerprinting

A Level 3 volunteer has the same clearance as Level 2 volunteer with additional approval to transport students in a privately owned vehicle for events such as athletics or field trips.
Level 3 clearance requested by site.
Level 3 Requirements:
- Complete all Level 1 and Level 2 requirements, plus
- Valid driver’s license
- Proof of vehicle insurance with required coverage minimums:
- Bodily Injury Liability
- Each individual: $100,000
- Each accident: $300,000
- Property Damage Liability: $25,000
- Uninsured Motorist coverage
- Each individual: $100,000
- Each accident: $300,00
- Bodily Injury Liability
- DMV Authorization for Pull Notice Program
2026-27 New State Requirements
Effective July 1, 2026 CA Senate Bill 848 (SB 848) imposed new requirements for public school volunteers. These include expanded mandated reporter and fingerprinting requirements for some volunteers, depending on the volunteer role.

Mandated reporters are people who have regular contact with children and are required to report knowledge or reasonable suspicion of child abuse to the authorities. Mandated reporter training provides important information on recognizing and reporting suspected child abuse or neglect.
Because of SB 848, all volunteers will need to:
- Complete an annual mandated reporter training approved by the State of California
- Provide evidence of training completion
- Complete volunteer registration annually
We understand this may be a burden for families and would like to emphasize that this is a state law that we must follow. To ease the burden, an approved course is available to volunteers and CVUSD will accept proof of completion from other verified mandated reporter training such as those offered by the California Department of Social Services. The course takes approximately 60 minutes to complete and is provided free to all CVUSD volunteers and available in a variety of languages.

Live Scan is the service that takes fingerprints for criminal background checks and informs organizations if someone linked to their organization is convicted of a crime.
Starting in 2026-2027, all Level 2 and Level 3 volunteers need to get LiveScan fingerprinting.
Level 1 cleared Volunteers should connect with their school office team to determine if fingerprinting and Level 2 or Level 3 clearance applies.
Level 2 volunteers will need to renew their CVUSD Volunteer registration again if they want to volunteer in any future years. It is ok if a volunteer registers but then realizes they cannot actually volunteer that year. The registration is just to maintain their Live Scan status.

California state legislature passed a new law (SB 848) that expanded requirements for school volunteers effective July 1, 2026. CVUSD has updated its volunteer requirements to comply with the new state law.

- TB Test: California Education Code, Section 49406, and California Health and Safety Code, Section 121545, require individuals volunteering with frequent or prolonged contact with pupils to provide evidence of a clear TB test or risk assessment every four (4) years.
- Live Scan: If you have completed a Live Scan specifically for Castro Valley USD in the past, and you continue to volunteer annually, you do not need to complete another. If you do not volunteer for one or more years, however, you will need to get your fingerprinting done again.

If you have students at more than one CVUSD school, please connect with the school office team at each school. You will be able to provide the same documentation to multiple schools, but each school manages volunteers for their own school.

It depends on the level of volunteer clearance needed. Level 1, where all volunteers start, requires a one hour mandated reporter training and completion of a few forms. The entire process should take less than 2 hours. Level 2 volunteering requires coordination with organizations outside CVUSD (Live Scan), so we recommend you give at least 3 weeks for Level 2 clearance. Level 3 clearance requires volunteers to turn in documents that should be readily available (driver’s license & proof of insurance coverage), and should take less than 15 minutes to complete once forms are turned in to the school office. Always start by checking with your school office team.

For Level 1 volunteers, any valid (not expired) government issued photo identification is acceptable. Examples include passport, driver’s license, state issued ID card. The following are NOT acceptable photo identification: student ID card, library card, Medi-Cal card, insurance card, credit card, transit pass. For Level 3 Volunteer Driver clearance, volunteers must present a valid state-issued driver’s license.

If you do not have a valid driver’s license, you may still volunteer in many capacities, as long as you can provide other government issued photo ID. However, you will not be permitted to drive students for any reason at any time.

If a volunteer is unwilling to provide any of the required documentation, CVUSD will not be able to approve them for any volunteer roles within CVUSD. If they are the parent/guardian of a student, they will still have all rights owed to parents/guardians regarding access to their student’s school and access to their student. But they will be prohibited from taking on any volunteer duties.

Volunteer requirements apply to any person over the age of 18 who interacts with pupils outside of the immediate supervision and control of the pupil’s parent or guardian or a school employee. Please note that Level 1 volunteers will need to complete the mandated reporter training and provide a government-issued photo ID. Furthermore, depending on the event and the volunteer role, you may also need to complete Level 2 clearance. Start by checking in with the school office staff.

If you're volunteering for an organization that is not formally affiliated with the school and is only using CVUSD public spaces outside of school business hours, you will need to comply with that organization’s volunteer requirements, not CVUSD’s. For example, if you are a volunteer coach for Castro Valley Soccer Club hosting team practice at a CVUSD elementary school outside of school business hours, you will need to comply with CV Soccer Club’s volunteer requirements, not CVUSD’s.

All volunteers for CVUSD will be required to complete clearance at the school where they plan to volunteer. In many cases, if a volunteer has already completed mandated reporter training for another organization this school year, CVUSD will be able to accept that certificate of completion. However all other document and fingerprinting requirements will have to be provided to CVUSD by the volunteer. CVUSD cannot use proof of volunteer clearance from another organization, even another school district, to waive CVUSD volunteer requirements.

CVUSD employees who volunteer in a personal capacity must follow the same procedures as all volunteers and start by connecting with their school office team. In most cases, CVUSD employees will be able to provide proof of compliance with volunteer requirements using the same documentation already on file with the district. The school office team will connect with CVUSD Human Resources to coordinate as much as possible, but employees volunteering may be asked to provide their own copies of documents to the school.
